Finland's GELP team plan in 2012 to focus on engaging and involving the municipalities in the key initiating activities of Building the Case for Change and creating the right system conditions for innovation, probably through creating local-level transformation plans.

The team holds a shared view that transformation of education needs to be holistic; from central administration to municipalities to schools. Its members represent educational policy makers and directors from cities responsible for education services at all levels of the education system.

In conjunction with experts from the Finnish National Board of Education, the team have published a strategy paper, ‘The School of Opportunities – towards every learner’s full potential’, which specifies the vision, goals and strategies needed for transformative change in the Finnish basic education system.
